A Study on the Plan for Transforming Social Service Agencies into Social Economy

Abstract
This study was conducted to suggest policies for the transition of social services providing agencies into social economy. To fulfill this purpose, this study performed interviews with social services providing agencies which changed the form into social economy and the organizations which want to change the form into social economy but not yet. The results of this study as follows. The target agencies which should be changed into the form of social economy are incorporated social enterprises which provide caring services and individuals and private organizations which provide rehabilitation-type services, because characteristics of the incorporated social enterprises are similar with social cooperatives and individuals and private organizations which provide rehabilitation-type services should provide the services in context of social publicity and integrated case management. And to enhance the transition social service providing agencies into social economy, local government should take following policy alternatives. Local government should permit the legal licensing of former social services agencies. In addition, it is necessary to hold a promotional meeting and presentations targeting local residents and organizations. When conducting training for agencies wishing to transition, there is a need to strengthen the education for all members of the organization.
